EL SOBRANTE, Contra Costa County — October 23, 2026. An anticipated pedestrian improvement at Appian Way and Fran Way has encountered a scheduling delay. The official Contra Costa County project page now carries an October 2026 update: the project is being held to extend a temporary construction easement. That means earlier references to a June 2026 advertisement should not be treated as proof that the work was completed.
What is being designed?
The county’s plan would build curb bulb-outs, curb ramps, a pedestrian refuge median island and solar-powered rectangular rapid-flashing beacons at the existing crossing. The purpose is to increase pedestrian visibility and make it easier to cross the corridor while accommodating bicycles and transit.
What is the budget and anticipated timeline?
Contra Costa lists an estimated construction cost of $275,000 and about 20 working days of construction. The updated project page shows a target start in spring 2027 and completion in summer 2027, but official advertisement and bid dates remain to be determined. A cost estimate is not a final contract.
How far did planning get?
County records say project kickoff took place in February 2024. Environmental review and designs followed, with California Environmental Quality Act approval in April 2025 and a 95% design review in July 2025. The October 2026 status shows that progress through design does not eliminate property access arrangements and other prerequisites.
How can residents follow or comment?
Residents who use the crossing can contact the county Public Works Department and identify project 0662-6R4053. Describe the crossing direction, visibility concerns and mobility-access needs, using safe observations rather than entering traffic. A proposed beacon should not be relied on until construction and activation have been confirmed.
